INTERVENANT
Robert Neill is the Vice President, Head of International, and Counsel for the American Property and
Casualty Insurance Association (APCIA). Prior to joining APCIA, Robert spent 10 years at the American
Council of Life Insurers and also worked in the newly formed Federal Insurance Office in the U.S.
Treasury Department.
Robert also worked in the Office of Legislative Legal Services in the Colorado General Assembly. He
has a Juris Doctorate, from Cumberland Law School at Samford University and is a graduate of Auburn
University with a Bachelor of Science degree in business finance.
